Bid to Oust Peru’s President Falls Short in Congress

LIMA, Peru — President Pedro Pablo Kuczynski survived a bid by Congress on Thursday to remove him from office over allegations linking him to a graft scandal that has rattled Latin America, as lawmakers fell short of the necessary two-thirds majority after 12 hours of impassioned debate.

Mr. Kuczynski, who took office in July 2016, delivered an emotional plea to Congress earlier in the day, calling the claims against him “weak” and saying the impeachment proceedings were being used for political gain.

“Congress members, do not join this strategy, do not let yourselves become confused,” Mr. Kuczynski, 79, said. “Those who accuse me will not let their condemnation be subjected to corroboration, to a debate, to due process.”

His detractors called the president “permanently morally unfit” to lead the country, arguing that he committed perjury in a congressional inquiry by stating that he had no professional ties to the Brazilian construction giant Odebrecht. It was later revealed that a financial services company he owned had received $782,000 from Odebrecht, which is now at the center of the graft scandal.

Guido Lombardi, who was among the president’s defenders in Congress, called the proceedings “rushed” and said lawmakers had manufactured a political crisis. But his critics zeroed in on Mr. Kuczynski’s statements during the congressional inquiry. “The problem of lying is not only the lack of ethics of lying,” Victor Andrés Belaúnde said, “but the cover-up of improper acts that have enriched him.”

The president eventually acknowledged that his firm, the Miami-based Westfield Capital, had received money from Odebrecht, but he said that the transaction did not violate laws and that it was not a bribe for preferential treatment. His company was being run by a business partner at the time, and Mr. Kuczynski said the firm had provided only consulting services to Odebrecht.

Mr. Kuczynski said that at the time he was testifying in the inquiry, he was unaware that Odebrecht had done business with his company between 2004 and 2007. Last year, Odebrecht admitted to paying roughly $800 million in payoffs in exchange for lucrative projects, setting off a series of investigations by prosecutors and lawmakers, principally in Latin America, to reveal who was on the receiving end of the payments.

Las acusaciones que realizó el vocero de Fuerza Popular fueron confrontadas por la periodista Mávila Huertas y se evidenciaron varias contradicciones en sus afirmaciones.

Las contradicciones del vocero de Fuerza PopularDaniel Salaverry, quedaron evidenciadas durante una entrevista en vivo realizada por Mávila Huertas para Canal N, en la cual fue confrontado con pruebas que lo terminan desacreditando.

En primer lugar, Salaverry fue interrogado sobre la aseveración -que hizo durante la conferencia de Fuerza Popular hoy- en la que denunció que el Gobierno busca “torcer la voluntad de algunos congresistas con el claro fin de evitar la vacancia”.

En ese sentido, la periodista le preguntó por la fuente de dicha información. Ante ello, Salaverry aseguró que citó a la web Lucidez. No obstante, este fue confrontado por dicho medio y le recordó que la nota surgió a raíz de una declaración de Yeni Vilcatoma.

En otro momento, el vocero de Fuerza Popular calificó de “irresponsable” el unirse al pedido del congresista oficialista Juan Sheput para que renuncien los dos vicepresidentes del Perú, Martín Vizcarra y Mercedes Aráoz, en caso PPK sea vacado por el Congreso.

Tras ello, fue consultado por su cambio de versión, ya que en mayo solicitó a PPK a que exija la salida de Vizcarra mientras afrontaba la crisis por el caso Chinchero. Sin embargo, no tuvo una clara explicación al respecto.

Con la finalidad de fomentar el intercambio de información, experiencias y conocimiento en el ámbito de sus respectivas competencias, la Autoridad Nacional del Servicio Civil – SERVIR y el Instituto Nacional de Administración Pública – INAP del Reino de España firmaron un Memorando de Entendimiento el pasado 15 de noviembre en la ciudad de Madrid de España.

Autoridades de ambas entidades, Juan Carlos Cortés Carcelén, Presidente Ejecutivo de SERVIR, y Manuel Arenilla Sáez, Director del INAP, celebraron el Memorando de Entendimiento que tiene la finalidad de intensificar la cooperación en el área de formación de competencias del servicio civil, a través de la realización de programas académicos conjuntos y la formación de directivos para la función pública.

Asimismo, la cooperación entre ambas entidades facilitará la participación de los integrantes de las comunidades académicas en redes especializadas en gestión pública, que permita desarrollar proyectos de investigación e innovación, así como la realización de publicaciones conjuntas. Además, posibilitará el intercambio de material bibliográfico en soporte analógico y digital.

Dramático Escape: Soldado Nor-Coreano deserta hacia Corea del Sur y sobrevive

Este es uno de los lugares mas fuertemente resguardados en el mundo, y en el vehículo se encuentra un soldado Nor-Coreano a punto de realizar la mas atrevida y peligrosa decisión de su vida: Desertar al Sur.

En las imágenes, el soldado continua su rumbo y pasa de largo el ultimo puesto de vigilancia Nor-Coreano, y sigue manejando. Sin vuelta atrás, el soldado esta a muy poca distancia de la libertad.

Los soldados del régimen Nor-Coreano toman una ultima decisión para atraparlo, y a solo unos metros de la linea demarcatoria sucede el desastre cuando el desertor choca su Jeep.

El soldado tiene que cruzar a pie con sus perseguidores disparando 40 balas a sus espaldas. Un soldado Nor-Coreano inclusive cruzó la frontera antes de que todos sus compañeros retrocedan, una clara violación al acuerdo de armisticio.

Media hora después, el soldado malherido es captado por las cámaras sobre una capa de hojas. Las imágenes de la cámara infrarroja muestran como los soldados Sur-Coreanos gatean para rescatarlo. Los doctores señalaron que el soldado se encuentra en recuperación.
