Tuula Teravainen es Ph.D. en Ciencias Sociales por la Universidad de Helsinki, donde se dedica a la docencia e investigación en el Departamento de Ciencias Sociales. Ha realizado investigaciones sobre políticas públicas de innovación, la vinculación entre ciencia y tecnología así como sobre innovación tecnológica y ambiente. Ella visita la PUCP en el marco de su investigación posdoctoral Green Transitions and Global Climate Policy Governance para la que realiza estudios de caso sobre políticas de innovación en Finlandia, India, Brasil y Perú. Abajo un resumen de lo que se discutirá en la reunión.

As a response to the global ecological crisis and recent economic turbulences, national governments and international organisations such as the UN and the OECD have sought to adopt more holistic views that would integrate environmental, technology, innovation, and economic policies. Yet, efforts to shift towards more sustainable development paths also have raised new tensions and politico-cultural challenges, including questions of multi-level governance, democratic legitimacy, and relations of power. My study addresses these questions in relation to the recent technology-driven initiatives, particularly the OECD’s Green Growth strategy and the UN´s green economy in a “glocal” context. Drawing from a case study on Finnish experiences of the management and politics of water and water technology in Peru, it discusses experiences and expectations concerning the possibilities and hindrances of green growth/economy within a particular technological field and an emerging techno-economic cooperation area. At a more general level, the analysis contributes to understanding the governance of sustainability in a global operational environment. The analysis is based on written material and stakeholder interviews among companies, local authorities, technology developers, NGOs, and interest organisations in Finland and Lima in spring 2013.
