In mid-December of last year, Israeli Prime Minister Benjamin Netanyahu, “with all due respect,” declined a request to write an op-ed for the New York Times. In his rejection letter, Netanyahu’s senior advisor, Ron Dermer, claimed to have counted up Times (and International Herald Tribune) articles and concluded that of the 20 articles related to Israel published between September and November 2011, 19 portrayed Israel in a negative light. It would seem, he wrote, “as if the surest way to get an op-ed published in the New York Times these days, no matter how obscure the writer or the viewpoint, is to attack Israel.”

In 1998, U.S. President Bill Clinton’s administration shut down an operation to kill the al Qaeda leader in Afghanistan with cruise missiles, given collateral damage estimates of 300 casualties and only 50 percent confidence in the intelligence. As the 9/11 Commission noted, “After this episode Pentagon planners intensified efforts to find a more precise alternative.” In 2000 and 2001, the U.S. Air Force struggled to reconfigure a Hellfire anti-tank missile to fit onto a Predator surveillance drone. Meeting one week before the 9/11 attacks, the National Security Council agreed that the armed Predator was not ready to be operationally deployed. The first known killing by armed drones occurred in November 2001, when a Predator targeted Mohammed Atef, a top al Qaeda military commander, in Afghanistan.

Virtually unnoticed, since late 2001, Iran has held some of al Qaeda’s most senior leaders. Several of these operatives, such as Yasin al-Suri, an al Qaeda facilitator, have moved recruits and money from the Middle East to central al Qaeda in Pakistan. Others, such as Saif al-Adel, an Egyptian that served as head of al Qaeda’s security committee, and Abu Muhammad al-Masri, one of the masterminds of the 1998 U.S. embassy bombings in East Africa, have provided strategic and operational assistance to central al Qaeda. The Iranian government has held most of them under house arrest, limited their freedom of movement, and closely monitored their activities. Yet the organization’s presence in Iran means that, contrary to optimistic assessments that have become the norm in Washington, al Qaeda’s demise is not imminent

For obvious reasons, intelligence agencies tend to hoard their secrets. If they can be induced to publicly release information about war crimes and genocide, the result can be extremely powerful. An information “multiplier” effect kicks in, similar to the multiplier effect in economics, unlocking even more important information. ¿Qué situaciones conflictivas corren más peligro de deteriorarse aún más en 2012? Cuando Foreign Policy pidió a International Crisis Group que evaluara qué desastres de fabricación humana podrían explotar en el año que comienza, nos reunimos y llegamos a una lista de 10 zonas de crisis que despiertan especial inquietud. Por supuesto, estas listas siempre tienen cierta arbitrariedad. Y esta no se escapa. Pero, en parte, eso es útil: es de esperar que haga que se hable de ello. ¿Por qué no hay hueco para Sudán, evidentemente una crisis de dimensiones aterradoras? ¿O para los conflictos olvidados de Europa, en el Cáucaso Norte, por ejemplo, o en Nagorno Karabaj? Verán asimismo que tampoco hemos incluido algunos que son muy preocupantes, pero de los que se informa extrañamente poco, como México o el norte de Nigeria. Ni el resistente y perenne pulso en la Península de Corea, pese a la incertidumbre provocada por la muerte de Kim Jong Il. Ningún lector debe interpretar estas omisiones como una sugerencia de que esas situaciones están mejorando. No lo están. Pero sí pensamos que era útil destacar algunos lugares que, en nuestra opinión, son merecedores de la misma atención. Lo que sigue son los 10 que consideramos prioritarios. Al final –y solo para recordarnos a nosotros mismos que sí es posible mejorar–, hemos incluido dos países para los que, con cautela, creemos que 2012 podría traer buenos augurios.

Con el paulatina caída del dominio global de Estados Unidos, hay países débiles que pasarán a ser más sensibles a la influencia asertiva de las grandes potencias regionales. India y China están en ascenso, Rusia tiene una mentalidad cada vez más imperialista y Oriente Medio se está volviendo más inestable que nunca. El potencial para que se produzcan conflictos regionales, junto a la ausencia de un papel internacional activo de EE UU, es real. Prepárense para una realidad global caracterizada por la supervivencia del más fuerte.

Para América Latina 2011 fue un año que, en general, se vivió con una sensación de optimismo. Las buenas noticias relacionadas con el crecimiento económico y la reducción de la pobreza en un periodo de crisis financiera global han sido fundamentales para generar este sentimiento. Además, la ampliación de la clase media, la activa y horizontal relación política entre países y el fortalecimiento del comercio en la región han sido clave.

Over the last two centuries, prominent Americans have described the United States as an “empire of liberty,” a “shining city on a hill,” the “last best hope of Earth,” the “leader of the free world,” and the “indispensable nation.” These enduring tropes explain why all presidential candidates feel compelled to offer ritualistic paeans to America’s greatness and why President Barack Obama landed in hot water — most recently, from Mitt Romney — for saying that while he believed in “American exceptionalism,” it was no different from “British exceptionalism,” “Greek exceptionalism,” or any other country’s brand of patriotic chest-thumping.
