La Revista ECIPERÚ es una de las más importantes revistas científicas del Perú, y es publicada en forma gratuita sobre la Internet. En el caso de los nuevos Sistemas Inteligente de Transporte, éstos están publicados en el Volúmen 5 Número 2 pp.8-11 de la Revista ECIPERÚ. The “Revista ECIPERÚ” is one of the most important scientific journals of Perú and it is published for free, a recent Peruvian tradition by which large sectors of scientific and educational activities are for free. I personally think, this tradition of free educational and academic services comes from the efforts to increase the number of literate persons during the the 1940s-1970s period of the free service of governmental and community activities to advance the literacy of Peruvian population. This was the historic basement of the public educational system that tends to improve the income distribution. In the case of the new Intelligent Transportation Systems, special for Lima, they are published in the Volume 5, Number 2, pages 8-11 of “Revista ECIPERÚ”.
