PANORAMA DE LAS FEDERACIONES DEPORTIVAS EN EL PERÚ

Una federación deportiva pequeña en el Perú mueve aproximadamente 1 millón de soles al año. Una federación mediana, como la de Karate por ejemplo puede mover un promedio de 20 millones de soles al año. No tengo idea de lo que podría mover una federación de Vóley o de Básquet y ya no hablemos de la de Futbol. Los ingresos vienen de recursos propios, del estado y de organizaciones nacionales e internacionales. Alguno podría decir que gran parte de ese dinero se va en los alquileres, pago de personal, contratación de servicios o compra de materiales deportivos, pero estos gastos no llegan ni al 50% del presupuesto de las federaciones más pequeñas. El otro 50% debería destinarse a la preparación de los deportistas deportistas, a la organización de eventos deportivos de calidad, a la inversión en deportista de élite y a la difusión y organización del deporte.

Lamentablemente esto no es lo que ocurre en nuestro país. El dinero restante se va muchas veces en comprar la casa propia, en construir departamentos o simplemente al bolsillo del dirigente de turno, destruyendo los sueños de los deportistas, que ven así frustrados todos sus esfuerzos, rompiendo en pedazos los anhelos de los padres de familia, de los entrenadores y demás agentes deportivos involucrados. Sin menoscabo de lo anterior estos dirigentes en ocasiones arremeten contra sus mejores figuras que les resultan incómodas como ha sucedido en el pasado con Sofía Mulanovich campeona mundial de tabla, con Julio Granda, campeón mundial senior de ajedrez o con Isabel Aco, campeona panamericana de Karate quienes en lugar de ser protegidos por de sus federaciones recibieron injustos maltratos.

Este sistema enmohecido va desde las federaciones más pequeñas hasta la institución deportiva más grande que es el IPD y se traga los pequeños intentos de honestidad que se disuelven en la hipocresía más grande. Al final de cuentas el deportista es el último de la cola y la mayoría muy jóvenes para entender el trasfondo de insensibilidad humana. Lo que sucede es que los dirigentes piensan que el dinero es de ellos. Esta falta de empatía puede tener muchas causas, codicia, por ejemplo, una formación humana deficiente, pobreza en último caso. La escasez de posibilidades en el desarrollo personal lleva a un intento desesperado por salir del hoyo de la miseria humana colgándose de los cargos deportivos como si de salvavidas se tratase y en su camino permitiendo el ahogamiento por asfixia del deportista y de todo el deporte en general. Y no son excepciones, uno puedo poner la combinación [Peru] + [Federacion] + [Deporte] + [Maltrato] y no se salva casi ninguna sea cual sea el deporte que pongan.

Ejemplos hay muchos, pero los más graves son justamente de nuestros deportes bandera, el futbol que estuvo 36 años sin ir a un mundial, del básquet que estuvo más de 20 años fuera del sistema deportivo internacional y por ello no tuvo presencia en los Panamericanos de Lima 2019 y el vóley que después de las medallas de Seúl 88 no ha levantado cabeza. De nuevo la falta de empatía nos ha llevado a situaciones deportivas grotescas. El dirigente corrupto llama ladrón al dirigente honesto porque no le deja robar y mientras tanto se pierden generación tras generación de deportistas con consecuencias nefastas en la vida individual de cada uno de ellos. Algunos manejan la frustración suprimiendo la existencia de sus dirigentes y enfocándose en entrenar con propios recursos. Otros, la gran mayoría, se retiran del deporte dejando de lado prometedoras carreras y lo que es más importante sus sueños de alcanzar más medallas para el país.

Otra arista importante que no hay que perder de vista es la inefable Ley del deporte, que se emitió en el año 2003 basada sobre todo en la organización del futbol y que resulto en verdaderos bodrios federativos como la federación de Kung-fu o la de Ajedrez que cada una tiene más de 100 clubes fantasmas y cuya existencia solo se manifiesta cada vez que hay elecciones. Pero este es un tema aparte y largo de tratar ahora.

¿Qué se puede hacer para arreglar este desmadre? Pretender encontrar dirigentes honestos o comprometidos es un despropósito sencillamente porque no hay de dónde. Si alguna federación tiene la suerte de lograrlo le envío mis más sinceras felicitaciones y espero que dure mucho tiempo pero lamentablemente no es el caso de la mayoría. Por lo tango lo mejor a corto plazo es establecer controles. Pienso que los filtros para los dirigentes deben ser mayores, por ejemplo, no deben tener antecedentes penales, judiciales o policiales. Deberían haber sido agentes deportivos en el deporte de su federación y no golondrinos como hay muchos casos y sobre todo tener la aceptación mayoritaria de sus asociados. Otro punto importante es que las elecciones federativas deben ser transparentes y llevadas a cabo por un organismo independiente como podría ser la ONPE. Que las mismas federaciones deportivas organicen sus elecciones es un sinsentido tomando en cuenta que muchas de ellas están siendo manejadas de forma dictatorial y las elecciones cada 4 años son un saludo a la bandera.

Si bien es cierto estas medidas podría ayudar, igual el tema de fondo no se va a soslayar fácilmente, que es la falta de empatía de los dirigentes con los deportistas y el divorcio existente entre los intereses de unos con los sueños de los otros. Y resaltar que si escuchan decir por ahí a algún dirigente que no hay dinero es totalmente falso. Dinero siempre habrá y por último se puede conseguir con una buena gestión, pero lo que no hay es falta de voluntad y definitivamente mucha, pero mucha mezquindad.
