In association with National Geographic, Novica today serves as an online arts agent for more than 1,700 artists in countries around the world. Visitors to the Novica Web site can read about the artists, explore their cultures, view photographs of their work and select from more than 8,500 handcrafted works. Novica arts and technology teams (staffing Novica offices in El Salvador, Brazil, Ghana, India, Indonesia, Mexico, Morocco, Peru, Thailand, Venezuela and Zimbabwe) interview each artist, photograph their artwork, post the interviews and photographs online, and handle all packing and shipping on behalf of the artist. International couriers deliver the artwork directly to customers, eliminating numerous middlemen and transferring the savings to creator and customer alike.

La Red Diálogo Regional sobre Sociedad de la Información –DIRSI— está compuesta por investigadores académicos de varias disciplinas de países de América Latina y el Caribe que se dedican a estudiar los retos planteados por el desarrollo de la Sociedad de la Información y los problemas y soluciones de política pública y de la regulación. El foco de atención de los integrantes de la red está en la producción de conocimiento que facilite la reflexión y el diseño de políticas que promuevan la inclusión de todos los sectores de la sociedad a los beneficios de la Sociedad de la Información. DIRSI cuenta en la actualidad con el apoyo financiero del IDRC de Canadá, dentro de la iniciativa PanAmericas.
Uno de los principales objetivos de DIRSI es promover la investigación entre jóvenes académicos interesados en los retos regulatorios que plantea el desarrollo de la Sociedad de la Información y el conocimiento entre los pobres y excluidos en los países de la región. Con ese fin, DIRSI convoca a este concurso de becas de investigación dirigido a jóvenes investigadores (menores de 35 años) para llevar a cabo proyectos dentro de los grandes temas de interés de la red.
Las oportunidades que brinda la telefonía móvil como instrumento de universalización de los servicios de telecomunicaciones constituye interés particular de DIRSI durante el año 2007. Las propuestas podrán formularse desde cualquier perspectiva disciplinaria, y contemplando un enfoque pro-pobre dentro del marco de una economía de mercado. Propuestas novedosas que discutan estos temas introduciendo la perspectiva de género, efectos sociales o culturales, o que contemplen problemas ambientales en los retos del desarrollo de la Sociedad de la Información, en el marco de las preguntas planteadas, serán especialmente bienvenidas. Se dará prioridad a las propuestas que, desde cualquier marco metodológico, involucren un significativo trabajo empírico.
Las propuestas serán evaluadas por su calidad académica, pertinencia para la formulación de políticas públicas y factibilidad de realización, por un jurado compuesto por tres miembros de DIRSI. El desarrollo de la investigación será supervisado por miembros de DIRSI. Se otorgarán tres becas de US $5.000 (dólares americanos) cada una.
Adicionalmente, una vez culminados los trabajos de investigación y presentado los resultados, se premiará al mejor documento con el financiamiento completo para participar en la conferencia GK3 a realizarse en Malasia en diciembre de 2007 para presentar los resultados del trabajo.

Finalmente el "CD Libre" esta listo, la version 1.0 lleva por nombre "Pirata" y contiene una seleccion de materiales publicados bajo licencias de Creative Commons Peru, adicionalmente contiene una seleccion de contenidos publicados bajo licencias Creative Commons de Paises Latinoamericanos.
El "CD Libre" sera distribuido gratuitamente en los eventos que estamos organizando y en la celebracion del "Dia del Software Libre 2007" (15 de setiembre).

Last year, the European Commission published a "Study on the Economic and Technical Evolution of the Scientific Publication Markets of Europe". The report incorporates a number of strong recommendations in support of greater access to published research. Specifically, the report recommends that European research funders require "published articles arising from EC-funded research to be available after a given time period in open access archives".
There has been a substantial response to the report, but policies have still not been set at European level. The European Research Advisory Board (EURAB), for example, has recently encouraged the EC to adopt an open access mandate. If the EC stands firm and adopts the recommendations, this will be a massive boost to open access throughout Europe. And there is now an opportunity for researchers worldwide to show their support for such action.
Please sign the petition today, and encourage your colleagues to do so as well.

20/01/07: Fellowships for IETF meeting
The Internet Society, ISOC launched a new program aimed at helping technologists from developing countries become more involved in the IETF (Internet Engineering Task Force) by attending a meeting in person. The program, called the ISOC Fellowship to the IETF, sponsors the cost of attending (meeting fees, airfare, hotel accommodation, and a small stipend) for up to five individuals per meeting.
The program is aimed at individuals from developing countries that possess a solid level of technical education and enough knowledge about concrete areas of IETF work to follow and benefit from the meeting's technical discussions (and ideally they will have already been participating in one or more IETF mailing lists.)
Fellowships will be awarded through a competitive application process. ISOC currently is accepting fellowship applications for two IETF meetings: IETF 68 being held in Prague, Czech Republic on 18 - 23 March and IETF 69 being held in Chicago, USA on 22 - 27 July. Applications are due on 2 February 2007.

17/01/07: Household level survey on ICTs in Peru
Peru's national statistical institute, the Instituto Nacional de Estadística e Informática, has published the results of a household level survey examining access to fixed and mobile telephony, radio, television, cable, and computers in households as well as household and individual use of public internet access points in Lima, other urban areas and rural areas (rural is defined as villages with fewer than 2000 inhabitants). The study concludes that while there is an increase in access to ICTs among all sectors, the divide between the privileged and non-privileged sectors remains.
The report, Las Tecnologías de Información y Comunicación en los Hogares (Information and communication technologies in households), is based on recent data, gathered between August and October 2006. It is only available in Spanish.

DESCRIPCION
El proyecto de una revista electrónica de nuestro país consiste en una serie de artículos informativos y de análisis acerca de herramientas libres y nuestra situación tecnológica. Es así que la revista no pretende solo difundir información, sino promover la reflexión acerca de las oportunidades que el software libre nos brinda para cubrir las necesidades en lo que concierne al campo digital.
OBJETIVO PRINCIPAL
Promover la integración del conocimiento de herramientas libres y la comprensión de las necesidades de nuestra sociedad en el ámbito tecnológico en proyectos colaborativos a favor del país.
GENERALIDADES
1. La revista electrónica es de alcance mundial, pero dirigida principalmente a nuestro país.
2. La revista no pertenece a un grupo especifico, sino a todas las comunidades de software libre/LUGs del Perú. El proyecto pretende integrar a las comunidades/LUGs a nivel nacional para trabajar de una manera cada vez más colaborativa y coordinada en proyectos que beneficien a nuestro país.

Prepared especially for ITU TELECOM World (December 4-8 2006 in Hong Kong), the 8th in the series of ITU Internet Reports, entitled digital.life, begins by examining the underlying technologies for new digital lifestyles, from network infrastructure to value creation at the edges. In studying how businesses are adapting to fast-paced digital innovation, the report looks at how they can derive value in an environment driven by convergence at multiple levels. Moreover, a great challenge lies in extending access to underserved areas of the world. In light of media convergence, a fresh approach to policy-making may be required, notably in areas such as content, competition policy, and spectrum management. And as our lives become increasingly mediated by digital technologies, digital identities (both abstract and practical) take on a new dimension. Concerns over privacy and data protection do not seem to be sufficiently addressed by today's online environments. In this context, the report examines the changing digital individual, and outlines the need for improving the design of identity management mechanisms for a healthy and secure digital world.

En esta ocasión tendremos talleres (laboratorios) orientados a la contribución concreta al Proyecto Debian. Al mismo tiempo, se realizarán charlas de diversos tipos entre las cuales estarán las populares charlas relámpago. No se olviden de darle una repasada a sus series de los 80 porque no faltarán las Trivias ;).
Los talleres que se desarrollarán estarán enfocados a distintos
grupos, los temas a tratar serán:
* BTS de Debian, Manejo del sistema de reporte de errores de Debian, cómo usarlo y cómo reportar un nuevo error.
* GNOME Bugzilla, reportando errores en GNOME, Manejo del sistema de reporte de errores de GNOME, cómo usarlo, cómo interactuar con él.
* Traductón, traduciendo para Debian Maratón de traducción para Debian, herramientas indispensables, políticas, términos comunes, normas.

The Stockholm Challenge 2008 is launched and the search for excellent ICT for development projects has started. Over the next months the Challenge Secretariat will activate all its networks of people in the Challenge Community, to help bring in projects and programmes, groups and individuals - to participate in the Stockholm Challenge Award.
Many former finalists in the Stockholm Challenge Award have indicated their willingness to become advocates for others to take part in the programme with the aim for them to become finalists in their own right. Many former finalists in the Stockholm Challenge Award have indicated their willingness to become advocates for others to take part in the programme with the aim for them to become finalists in their own right. As finalists they will have the opportunity to meet up with their social networking and entrereneurial peers for exhibitions and discussions during Challenge Week in May 2008 in Stockholm
The Free Culture Network of Latin America & the Caribbean is an initiative of “Cultura Libre”, which is aiming to form a regional network of organizations and activists working towards integrating and strengthening The Free Culture Movement in the region. We aim to do the following:
* Minimizing the imbalance between the quantity of open content produced in English and that produced in Spanish, Portuguese and Native Languages. The initiative strengthens regional integration with the objective of producing and disseminating relevant open content on the region reality.
* Provide residential programs that enables successful initiatives to scale their endeavors and achieve sustainability. Living and learning together, activists develop common conceptual skills and the sense of community that is essential for peer-to-peer collaboration.
* Increasing access to opportunities for youth in the Knowledge Society.
* Build awareness around freedom of expression, open access, free culture, creative commons and cultural diversity.
The Network can help these organizations and activists to better analyze their local realities and determine their issues from a wider perspective and work to effect change at policy, organizational and practical level, promoting actions to address challenges.
The importance of this attitude of thinking locally and regionally from a block perspective, as per the world trend, it is a new way of approaching regional integration and development.
We are working on the development of a network of organizations and activists whose thoughts cover the larger area of common interest. The diversity of perspectives and cultural differences is a not problem, there is a regional identity and the network will be a positive progress in this direction.
The initiative is open to organizations and activists from the region that share the same objetives.
